Mercury, being the closest planet to the sun, is a world that offers little. While it does have one city, it has a population of only 6,000 and it is, surprisingly, a tourist attraction.
Not only can people see the sun close up, but they can also see the spectacular colors of Mercury's magnetic field as it is blasted with Solar radiation. The city was at first a small mining base, but when it was discovered that mining what little minerals Mercury has, and it's proximity to the sun, that it was not worth the effort. The base was not abandoned however, because the miners discovered that tourism could bring in a large profit.
Soon, a small city had been constructed, mainly underground, except for small radiation-shielder observation domes, and a small spaceport.
